Baltimore County
On December 19, 2007, the Baltimore County Council passed a law requiring all rental units to be registered and inspected by a Home Inspector. The home inspector must be licensed by the Maryland Department of Labor, Licensing and Regulations. While this new law may have been bad news for rental property owners and landlords in Baltimore County, it was good news for Neal.

Baltimore City
On August 1, 2018, a new law took effect requiring all Baltimore City rental properties, including one- and two-family and multi-family dwellings, to be licensed to operate as a rental by January 1, 2019. Neal was in high heaven.
Properties must be inspected by a State Licensed and approved Home Inspector.
